Appearance:

Finn does not look twenty two. It's a tossup between fourteen and twenty, and he well knows it. He has dark, usually short hair, a mess of freckles, and a very lean, slightly sculpted body. He wouldn't win a wrestling match, but he could beat you when it comes to escaping out a bathroom window.
As for distinguishing marks, Finn's upper body is covered in an array of tattos. It seems that he uses this to distinguish himself from an actual child.

Personality:

Finn is a daredevil if there ever was one. His curiousity combined with his clear lack of common sense and drive for adventure get him into some of the most dangerous situations. Luckily, he seems to charm the pants off of most of the people he meets, especially the women. Were it not for that he'd probably either be in jail or dead. Having a powerful family also helps.
Finn also doesn't seem to get the concept of death, or the concept of his own death. Actually, its hard for him to grasp quite a few concepts. He's not stupid, but he seems to be stuck in an eternal state of childhood wonder. They boy who never grew up, in many senses.
He has a strange morality and sense of right and wrong. He often antagonizes much bigger people than himself simply to get a reaction. So far he's sucessfully been able to escape or talk his way out of these dangerous encounters, but one day, someone might catch up to him.

Arrested Development- Finn has this intense childlike wonder that seems to dictate his life. Though he is clearly an adult, he's know throughout town as 'the boy who never grew up” this is due to the fact that he looks incredibly young, and he lacks that certain something that seperates an adult mind from a child. His imagination seems limitless.
Dependency on an older female figure (wendy-type) – Finn seems to be lost without that grown woman in his life. He goes from a boyish man to a scared child, and tends to latch onto older women more quickly. This doesn't mean they're the only woman in his life, far from it, but he seems to give extra attention to them.
Runaway – Yes, Finn is a runaway, and tends to need to escape any situations that seem boring or opressive. This is clear in his life history

City History:

Finn was born Ivan Konovich, his parents both high ups in the Konovich syndicate. During a sqwabble between the Konovich and the Walkers, Finn was lifted out of his buggy while his nurse was reading a newspaper. She skipped town (as best she could) when she realized the child was missing, and no one in the Konovich syndicate seemed to know where the baby had gone. It wasn't until three years later that they were able to find the nurse, and put the pieces together, but by then, Ivan was Finn and blended in seemlessly with the other “Walker” children.
Finn spent most of his childhood running off, and being tracked down by his Walker caretakers. His escape efforts were more due to an overwhelming curiousity about the world than any actual desire to leave his home. The only person who seemed to be able to reign him in was his older sister Jamie, an O'malley by birth. Finn absolutely adored her, and followed her anywhere she might lead.
One day, when Finn was 10 and Jamie was 16, she disappeared from the house. In a panic Finn started to search high and low for her, demanding the servants to tell him were she had gone. Finally a young nurse, who hadn't gotten the message to keep this information from Finn, told him that Jamie had been sent to her new family, with her new husband. This broke Finn's heart, and was the beginning of his real runaway attempts.
After many attemps of running away being quashed by Walker bodygaurds dragging him back home, he finally broke free for good when he was 17. Having lots of female friends at this point, who were charmed by his boyish face and wit, he hid in a brothel across town. After a month of living with whores he moved out, and found a little broken down apartment that he could afford.
At this point he's been able to afford more out of life because he reverted back to a skill he learned when he was a child, playing the piano. These days he takes turns playing at different bars and clubs. The Walker family knows about this, and so far hasn't brought him in, they assume that someday he'll get tired of his life and come home.

Special Skills and Abilities:

He can play the piano like no other, and has a pretty good handle on stealing what he needs, when he needs it.

Weaknesses:

Distracted: When I say he's like a child, this is one of the aspects that sticks out. He is definitely one of those people who gets pulled in by shiny things (our women in shiny dresses). He may have ADHD, or it may just be that inner child acting up. Either way, his mind is a crazy mess.
God Complex: Finn has no concept of what death really means. It's one of those strange things about him. He can't come to terms with the fact that he may, someday dye, and so he tends to put himself in perilous situations.
Curiousity: He's curious like a cat :P. He needs to know what's behind the red door. He needs to know what will happen if he sticks a fork in the wall socket. This can get him into very good and very bad situations. Usually bad, though.
Unswayable: If he decides he's going to do something, no matter how dangerous, its nearly impossible to change his mind.

Strengths:

Charm: He can charm the pants off of you with his smile. It's how he gets his way through life. It's hard to tell if its because he love people to love him, or if its just a strange act of fate.
Loyal: Sure, he's a mess of daredevil tendencies and no common sense, but when he considers you part of his world, he is unfailingly loyal.

It's a toss up between the different women he spends his time with, but the place he can always go back to is a little studio apartment above The Apollo.
